Garnier sells a product that is supposed to give you the "surfer girl" look, wet and wavy. I've seen it work great on some people and not so hot on others. If that doesn't work for you, go buy some mousse. When you get out of the shower (you can brush your hair or not, depending on how curly you want it to be) towel dry your hair a little and then scrunch it. After you've done that for a few minutes, finish off by blow drying and then use hairspray to hold the style! Good luck! (The source link takes you to info. on the surf hair stuff)

what you need:
-moose or gel (i prefer moose)
-hair spray (optional)
-hair scrunchies or thoes big hair clips with the claw like things
-water
Steps:
1. wash your hair, or u can just wet it throughly
2. partially dry it with a towel
3. put moose in the palm of ur hand or gel
4. flip your hair down
5. put moose or gel on your hair, kinda scrunch it as you put it in
6. when there is moose/gel all over your hair split it into 4 sections(do not have to be equal or straight lines)
7. clip up each part of your hair so that when you take it down and it is all dry it will be wavy
8. when ur hair is all dry take it down and put hairspray on it(hairspray makes it last longer)
9. now u have beautiful wavy wet looking hair
Other Way:
1. Curl your hair with a curling iron
2. put moose on it
2. your done
If u have naturally wavy hair just wet it and put moose and it, then dry it with the blow dryer. Some mooses work getter than others-from my experience i liked suave better than other brands becuase of the way my hair looks when it is dry. try different ones and chhose the one that makes ur hair look better. wash your hair and do not dry it with a towel or blow drier.
1) Use gel and rub it thru ur hair until it creates a small coat.
2) Let it air dry.
OR
(for str8 hair)
1) Braid hair into sections
2) wet hair thoroughly
3) loose out braids and ad gel
4) Let air dry

what you need to do is buy moouse and gel and mix them together in your hand. Than apply to your hair shrunching your hair to get that wet and wavy look you've always wanted. I'd recommend Herbal Essances brand of gel and moouse.

Brush it when it's wet.
Scrunch with gel/mousse and then spray hairspray on it and let it dry.
Thats what I do and it looks wet even after it dries.
