I think that a french 'cuile a soupe' equals a dessert spoon.

"à" stands for in this case "of"
therefore recipe would read

2 tablespoons of kirsch
1 tablespoon of icing sugar

Not sure what the "c" is, but it's a form of measurement. I can't think of any French quantities of measurement that start with a "c".

since i am french canadian (i speak french) from canada, quebec, this recipe is from FRANCE. it is umm... what do they call it in english? i think its "2 cups or tablespoons of kirsch soup" but i dont know what the other one is..
