Can you give any more information at all? what are the circumstances of the bites? is your dog snarling and growling when he/she does? or is he/she wagging her tail and play biting? For this question you need to provide more info for us to give good advice, and for the silly people trying to diagnose this without the added info, keep your mouths shut!! You can't give an opinion based on this little info so you shouldn't even try!!

at this age and with his background there is nothing you can do to socialise him. For his sake and for the sake of other dogs, keep him muzzled at all times unless you want the police to shoot him as a dangerous dog. The fact that he is a staff and not a pitbull makes no difference at all. A dangerous dog is a dangerous dog and you are leaving yourself open to a lawsuit and the death of someone's pet unless this animal is treated as what he is.....a dangerous dog!
To all the silly people out there...read the flipping question properly. This is a 12 year old dog with a history of fighting who was apparently mistreated for the first 7 years of it's life. In the 5 years this person has had him, he still wants to fight. There is NOTHING which will change the dog's ways now, they are too ingrained and all the treats, clickers, water pistol and other daft replies, will not make a jot of difference. It is a case of damage limitation here. When it is running unmuzzled in a public place towards YOUR pet dog, while the owner squirts it with a water pistol (which it ignores), yells at it, or offers treats, would you say well done? When it has killed your dog, will you offer it a treat for letting go of the body?
Be sensible.

Dog aggression/dominance is pretty common in Staffies. The best thing you can do is get him around other dogs, muzzled of course, in a controlled environment. Start introducing him to dogs at a good distance. When ever he focuses in on the dog, growls, barks, lunges, give him a correction. (A prong collar is best for this.) When he is good give him lots of treats and praise. Gradually decrease the distance. Do this as often as possible. Be sure to correct any bad behavior quickly. The more postive the experience is for him, the more likely he is to repeat it. So get his favorite treats as a reward.

Look into Tellington Touch, It is a training method that is non force full and non aggressive. This method has helped my dog no end by explaining the reasons for her behaviour and it has given me ways to help her change. Best wishes.

If it's a pit bul -- getta ridd of itt!! Otherwise, maybe get it another dog to play with. Maybe it just does not socialize enough.
Good luck & good night!
