If your picture is ruined you need to get a new permit. It is too easy to fake an id so the police or even a bank won't allow a ruined picture to count as legal id. In AZ the replacement fee is between 2-4 dollars and you can actually request a new one on-line (at least with a driver's license you can-permits may be different).

I wouldn't want a form of identification that was ruined. The cops aren't going to like it if you get pulled over, either. Most states only charge $10 or so for a replacement. It's not like you have to take the test again. Well, maybe in California. lol
