The original Windows CD is bootable (put it in your cd-rom drive and hit space when it says to, during the bootup process) and can format your hard drive partition.

I'd recommend backing up all your data first so you don't lose anything.

If this doesn't work for some reason, or you need to format and install a different operating system, try the ultimate boot cd (source link attached) - It is a very useful bootup utility cd, all of the utilities are free and legal in north america

You would need to use either a windows instalation CD or the recovery CD that came with the PC. This will erase everything and put your pc back to a clean state. This will also lose any data saved on the PC.

Which version of windows is it you use? XP doesn't boot from floppy and needs a CD.

If you dn't want windows you could also look in to installing linux instead

You can also use a program called DBAN or deriks boot and nuke. This completely wipes the hard drive, though is a little time consuming since it does three cycles if you don't change the settings. It was specially designed to be used to get viruses off hard disks that were having problems similar to yours.

If you format your computer you will need to install a os on it to use it again. Did you computer come with restore disc? I would use those most of the time they reformat and put your computer back to factory settings. Otherwise you will have to go out and get another copy of whatever os (winodws or linux, etc.) you are using. Goodluck.
