call 1 800 GAS ROAD; that's the state hwy info line from Cal Dept of Transportation; it's an automated system

yes it is a main thoroughfare from CA to Nevada, therefore it always open for cars and truckers,, but there are special time, that the roads are not open,which is rare...But this time of year always carry chain(snow ), due to the changing weather...

Currently Yes, but you better take Snow Chains with you just in case and be prepared if you get stuck.
