Why don't UK insurance Companies....?

Question

With so many Insurance companies refusing to cover/insure Military personnel, why don't the major UK insurance companies take the lead by instead of offering gifts like Dvd players, mobile phones etc to sign up with them, offer something more useful like a decent flak jacket?

If it's a "form of rebating and is illegal" why do many insurance companies offer gifts to potential clients if they sign up with them?
