there are a small number of cases of people blind from birth seeing clearly ... they can describe places etc that they should not be able to ( i am amazed by this )
but yes those who have had sight before do see in their dreams ... this does begin to fade the longer they are blind
those who lost their sight as a child would not dream so vividly as they reach adulthood

when we sleep we really don't see because most peoples eyes are closed, what we dream is a perception created by our mind, even people that can see, have dreams where things have no solid form, its all a matter of information and how the brain perceives that information, so yes they do see in dreams like we do, but the info and the perception may be slightly different
