her feet not spayed last heat was a year ago and lost the pup..and she is 7

Where is she licking?
Are there other things she doing that are not normal for her?
How old is she?
Is she spayed?
When was her last heat cycle?

Sounds like two different issues. First, the licking. This very well could be allergies (fleas, food, pollen, etc.). Where is she licking? Are there fleas? Has her food recently been changed? Also, she can cause herself to get an infection. Keep a close eye on this.

Next, the excessive drinking: If she is on a steroid, this could be why. Other medications can cause excess thirst, also. As well as many other diseases or conditions. If it is not drug related, I would get an appointment with the vet and have bloodwork done. It could be the liver, kidney's, bladder, diabetes, thyroid, etc. Also, I would measure her water consumption for 24-36 hours prior to the visit if possible. The vet will want to know water consumption (measure out 2 cups, after 24 hours, measure how much is left or how much more you had to give, etc.). The vet may even want a urine sample.

Licking herself could indicate dry itchy skin. Thirsy all the time is a symptom of diabetes.... and so is dry skin. You should have your dog's glucose checked. One in 200 dogs and cats is diabetic. The sad part is, most people don't recognize the symptoms until its too late.
This is a medical emergency until diabetes is ruled out.
I hope thats the case... go to the vet today! I had a diabetic dog for 15 years, so its not necessarily a death sentence.

How is she eating? Is she spaid (if she is not, did she go through heat recently)? Does she seem to have a temp? Is she having odd smelly or discolored discharge?

I ask this because I had a dog that started with similar signs. Drinking alot and Licking herself alot. She was not spaid. She ended up having pyometra. It started by likcing herself and being thirsty, then she began to eat less and she had smelly discharge. Get her checked ASAP if she isn't spaid, if she has close pyometra (the infection does not have anywhere to go) it could rupture and then that would be a BIG mess! If you catch it early she will be fine. (My dog was 100% fine after we got it fixed)

My poodle became diabetic and has to have insulin, so check
yours for sugar levels because of the thirst. Does your poodle
have to urinate alot and if so and it is sticky those are also signs
of diabetes. Good Luck, I love poodles.
