You might spend paragraph 1 doing as you said - explaining what the quote means.
Paragraph 2 can be an example of how this worked in the past...perhaps a personal anecdote on how your parents or grandparents have taught you something that you value enough to send forward with your own children.
Paragraph 3 could be an example of what you could do to change or add to that message, or create a new message of your own.

Not only can you explain what the quote literally means, but you can also give examples. For example, teachers affect the future of the world, because they mold the lives of children. Parents not only pass on their genes through their children, but they also pass on their values and beliefs. Begin to think about it in those terms and expand upon those ideas. Even though we will not be there, our children represent us and then our grandchildren and so on. We have less fear of death when we have children and grandchildren as we know that our memory will not be lost - something of us will live on. See ... this is almost a paragraph without expanding at all. Add your own thoughts and ideas. Best of luck with it.

Think about the quote: Children are the living messge to a time we will not see. This is talking about the future. Write about how what happens to a child today (life experiences, good/bad -- technology etc) will affect that child when he/she is an adult. Will all of the murder/mayhem, sexual explicitness in movies/music play a part of what the future will look like in 30-40 years??? I could probably give you five to six good paragraphs on this topic!!! You can add global warming, health care, education, etc.

The behaviours we have are influenced from people that have entered our lives. We especially learn thoughts and habits from our family.
What we portray is from what we have learnt. We as humans can be very influential to others especially younger people.
Children are very eager learners who mimic adult behaviour. Whatever we teach our children will be the way they act in their adult life.
