If you're trying to see if someone can have dreams in a language other than their own, that would be no unless they've learned it.

Example. I speak English natively, Spanish mostly fluently, and Japanese at a conversational level. I have dreams in all three, but only English is truly vivid, and at best Spanish will be at a brief foray into a simple event. My Japanese dreams are usually distorted and in correct language because my mind hasn't completely adapted to speaking Japanese yet.

So, only at a point of near-fluency can you have effective dreams in a language other than your own.

I speak Spanish and I've never dreamt anything in French. That's the same as asking if someone who speaks English can dream in Chinese? Where did you get this idea anyway?

Yes,
I'm not sure how it works, but I am only fluent in english. However I am quite capable of dreaming in several languages,
Spanish, German, French, as well as what I have learned were unique dialects of other languages.
In particular old germanic ,
Then list goes on so the answer is yes.

dreams have no boundaries or censorship therefore i think that yes..it is possible even though dreams are dreamt mostly by images rather than words...you may be in a french envirironment but the data passed to you by the dream will still be in your mother language..

I don´t think that would be possible because if you don´t speak the language how you would even know it is French.

I guess they could.
If you speak a language fluently (other than your native language), you are able to "think" in that language, most likely.
