I have heard the expression a few times over the years,and an older lady once told me her son was actually born with one(granted she was a bit touched anyway)but the kid gave her a lot of trouble througout her life .Is this something that actually happens or just an expression?

Actually, the expression is 'born under a black (dark) cloud' not shroud.
It means that someone is unlucky or especially misfortunate. It can also mean that they have a depressing disposition.
I think you mis-heard your older lady, or she mis-heard it herself and passed on her malapropism.
