Yes they can! Being an albino means you have a lack of piment in your skin cells. It does not affect what your race or cultural background is. So African American parents with normal pigmentation can have an African American albino child.
P.S. to Cause4Joy. In the new story from England to which you are referring to, both parents were of mixed decent.

nicely the toddler does not be white. even as an albino, the toddler is African American, not white. Being a Caucasian, or African American is extra then merely your epidermis pigment. Now 2 albino' s have a toddler what shade is the toddler going to be? there is an chance of it both being black or albino. all of it has to do with what genes are extra dominate.

yes albinoism is due to a lack of pigmentation in the skin. Everyone has pigment except for albino's. An African American can have absence of pigmentation in their skin thus considering them an albino.

Yes. They just have no pigmentation like albinos of any other race. Just imagine an African-American with light black skin whitish hair and kinda different looking eyes. All albinos lack pigmentation in these areas.

African-American is a race, not an actual skin pigmentation. For example a south African individual living in the US is African American, but they would probably be white.
An African American Albino would not look black, but their race is still the same.

"Albino" is a genetic pigment disorder, not a 'race'. Albinos are found in many - if not all - 'races'.
African albinos, when not killed or taken out into the wilderness and left to die, were v often 'fostered' to the local "juju man" or Witch Doctor (or the local 'witch'/'herb woman'), to be trained up as his/her successor - as the difference was seen as a mark thay were set apart by the gods!

Yes, Albino isn't picked by race it's just a genetic disorder that can happen to any one regardless of race. It is a lack of pigmentation in the skin causing the person to not have a unique skin color.
