What kind of dog is it and how old is it...there could be many things causing your dog to shiver. Smaller dogs, especially short hairs, get colder easier. Sometimes a dog is displaying nervousness due to its surroundings. My dog actually freaks out when she hears firecrackers or load bangs...she shivers and sometimes her teeth chatter so loud. I don't even notice the sound(s) that are scaring her until I see her acting nervous. Loud yelling (you know, sometimes we humans yell at each) can make them nervous since they see the raised voices as distress in their masters..etc...If this is a common occurrence, I would definitely consult your vet to be safe. Check out the breed on-line as well, maybe it is common for your dogs breed to shiver (like chihuahuas)...I hope he/she is OK and good luck finding resolvement!

Is it a Chihuahua? They (and some other toy breeds), get cold and shiver very easily. Even if it is warm outside, it may be a temp inside that feels "normal" to you, but for a tiny dog with little body mass and short hair, it can be very cold.

He is probably not cold at all but nervous or exhibiting behavior around you that lets you know he knows you are dominant or the "alpha dog". Some very small breeds however do get cold very easil7y even when it appears quite warm to us.

Have you checked for a fever? Dogs get chills when they are sick just like people do. Although this probably isn't YOUR issue, mine started shivering like that about 3 hours before she delivered her pups.

He is either sick or scared. Smaller dogs so tend to shake more often. Maybe a vet trip would be a good idea though.

find out when dog shivers - pay attention to the circumstances - it is most likely excitement. if your dog is a large dog,, i would be more concerned and have a vet check.
