i liked "My Marine's ..." answer.
I'd like to add this: in some cases( it means very old people and does who have underlying disease ) you would not always have those typical symptoms, so the best thing doctors have to do is a Lumbar Puncture to R/O an encephalitis to an encephalopathy (encephalopathy = having the sympthoms withOUT inflammation of the brain and spinal cord; which means having a better prognosis)

in the same time if there has been an "outbreak" you better pay more attention to whatever new symptomsyou find out( for examp. if she has cough, bad breathing, fever, or even low temp. or any other complaints ) ; ask her to see her doctor.

The most common symptoms of encephalitis are fever, severe headache, and confusion. Other symptoms may develop, such as sensitivity to light, nausea and vomiting, stiff neck and back, and drowsiness. It is also possible to develop severe symptoms such as seizures, tremors, personality changes, and even coma.

In general, symptoms that develop suddenly and are severe from the start usually indicate more serious, life-threatening encephalitis.

Early on, symptoms of encephalitis may be similar to those of meningitis, a serious viral or bacterial illness that causes inflammation of the tissues surrounding the brain and spinal cord.

General symptoms include headache, neck pain, fever, nausea and vomiting. Later neurologic symptoms include siezures, personality changes, irritability, paralysis, weakness and coma. If your mother has reason to believe that she may been exposed she should see her doctor ASAP.
