General training rule: do not discipline what you have not taught. You must spend the time on the teaching before you can even reasonably expect the obedience. Only then can you discipline because, after much teaching, the dog will know that you are punishing the disobedience. Otherwise, the dog thinks you're only being mean. Thus, if you want the dog to stop something, YOU must spend the time showing it that you want it to stop something.
General training rule: when a dog does something you don't want it to do, give a verbal command, pull it away from what it's doing, and REPLACE the activity/toy/item/food with a different, better activity/toy/item/food. This is positive reinforcement, and must be used with any negative reinforcement. Otherwise, the dog will think that this master is unfair (and rightly so) and become resentful. Yes, smarter animals can have humanlike emotions. It might not be an actual emotion, but the results we live with are similar.

When she begins to bark don't turn off the TV. This will show her that she is in controld and you want to show her that YOU are in control.
Try ignoring her. Don't tell her to stop, don't tell her to be quiet, just turn up the volume until she stops.
If that doesn't work you have to punish her for what she is doing. Maybe take something away that she loves for a hour or so, or put her in a room with nobody in it. Or what we do if our dog is bad, we grab her whiskers, dogs hate that, and we tell her no right in her face. She usually doesn't do it again.

I agree with Bob - a bark collar which sprays lemony water at their faces every time they bark will soon put them off with no harm being done to the dogs.

Hit her, you don't have to beat her. Just give her a couple of light raps with a rolled up magazine until she gets the idea that barking at the screen = bad.

my dog does that too i just cut it off when its on
or if the TVs off already and she barks at it then something about the TV is scaring it

you said she barks at the movement---------ok, normal-she sees something move. she barks at another dog? she is trying to get its attention-------like hey you, here I am,that sort of thing -possibly. my dogs do the same thing-until she finally gives up.
