If there is a green light then you can go. If your exit is blocked, obviously you have to wait. If its a box junction (yellow hashed box) then you can't enter the box until your exit is clear.

There may be another light, a green arrow pointing in your direction. This means that have have priority over other traffic, which has now been stopped, so your exit should be clear.

Legally you have to wait until the exit you want to go down is clear. If you go across, block the junction and the Police catch you will be fined, and possibly charged for dangerous driving.

clear, the traffic lights on the other side you will change to green

in theory? you wait

in practice? if there's a yellow stripey box or a camera, you wait. If not, you go and book your space.

You're probably holding traffic up a bit yourself doing that but unfortunately it doesn't work if 1% of drivers has a higher standard than everyone else. Compare traffic in Rome: rules are virtually non-existent, but somehow it works.

Judgement call, but personaly I'd probably pull out anyway.
If it's a box junction (cross hatch painted in the junction) you should not pull out unless your exit is clear.

green means go.

something blocking you honk and wait.

If you realize that the light will go red before you can go - then don't go because all you will suceed is blocking the intersection
