It depends on if you think he likes you back, and how long it's been since they broke up. I would wait a little bit if it's been very recently. Let him get used to being single for a little bit, and see what he wants.

I think there are too many people out there that believe it's not a good thing to ask a guy out immediately after them breaking up with someone.
The thing is, if he doesn't want to get in a relationship right then, at least he'll know you would like to be in a relationship. If on the other hand, he does want to get in a relationship, then you've got to face up to everyone else thinking you're some kind of skank (It can be bogus at times but just ignore it and it'll go away)
There's a few other reasons but people tend to blow them out of the water.
Plus, I'd say most guys are weak right after a break up. I'd even go as far as saying that you're more likely to hook up with a guy immediately after a break up than letting them wait a while.

Depends... Was he serious with his girlfriend? Do you think he's ready to date?
If you think it's ok go ahead and ask him out. If he's not ready he'll let you know. Just be aware that if he does says yes that he doesn't use you to try and get over his girlfriend. You don't want to be the rebound. You can usually tell if a guy is ready or not though. Good luck!

if the guy dumped the girl than he probably has someone on his mind. give him about a week window and then you can ask him out. if the girl dumped him, give him two- four weeks. in this week/2/3/4 (weeks) try to talk to him a little bit and get to know him as a friend. this will help your chances
