Situation: If I am in a relationship but I still love someone else without letting it affect my present relationship. Is this cheating? There's no sex or a love affair, but just feelings....VERY strong feelings.

I can't be with the girl I love, because she's with someone else/or married.

Would you want to be in a relationship with a women who really loved another man that she couldn't be with ? Nobody likes being second best. Its not cheating as in what we all define as cheating but it is cheating as in you dont have all your emotional eggs in her basket.

what do you really want to be with the other person or just have them as a friend, if you think you are going to heart the one that you are in a relationship with then honey you are cheating , stop one or the other, before you are the one who gets hurt the most in the end

Its not cheating but it is not being honest and stringing along. And in a relationship with someone else there should be honesty or just be to yourself thats what I think.

You can't help you feelings.
The thing about feelings and love is that they are infinite... you can't stop feeling things by turning off a switch.
As long as you are honest in your current relationship, truthful and respectful to your girl - that's all that matters.
There is always much more deep down in everyone's heart than one might comfortably openly admit... Keep it there - deep down.

I think its more about what would you do if the situation changed and the other person was readily available, OF course you would cheat...so, yes you are 'emotionally' cheating

Why are you in that relationship if you love someone else?
Hypothetically speaking, of course.

I wouldn't consider it cheating unless you acted on some sort of feelings towards this other person. The feelings you have for this other person could possibly have an effect on your current relationship, though.
