if you are actually asking if the cousins will be counted as twins (your question kind of sounds like that) then absolutly not. Twins are two babies fertilised and grown in the same uterus and delivered at the same time.
Weird fact for you (at least in Australia) apparently if your twins are born either side of midnight then legally they are not counted as twins as they have different birthdays!! Stupid isn't it

As a mother of identical twins, I can say this. Identical twins marrying Identical twins does not mean the children will be twins. Although it is not impossible for it to happen. 99% of twins do not have twins but it has happened before. It's not likely though.

identical twins are a fluke, an anomoly. faternal twins are a genetic trait. so though they may have twins(odds are 1:100 for any women to have twins) they also may not.

no. there is a thing in meosis (sex cell creating) called random selection, this gives you all your traits by randomly getting traits from both parents and mixes them up to make your DNA. meaning to be idintical they have a 1 in 800,000 chanch... genetics rock
