I bought a fixed Salvage Title car and paid in full.
Now I'm being charged an extra $300 in DMV fees by the dealership. Some of the codes at the end of the list read 1PY RF PEN $30, 1PY VLF PEN $64, 2PY RF PEN $50, 2 PY VLF PEN $95. Are these penalty fees? Should they be paid by me or the dealership...?

You need to check with the DMV about the fees. You should be able to check online or go their in person if possible. I like talking to people when I have a question. It usually leads to another one. I have a car that I bought through a broker that came from New Zealand that I have to put on the road soon. I am responsible for all fees. The dealer should have made all the fees and cost clear when you bought the vehicle. You can check with any business watch group in your area about that or to make a complaint. Also you can check with the attorney generals office in your state to see what the proper procedure is for the purchase of a salvage title car. I would think that if the dealer provided you with a bill of sale there would be all the information you need including all the cost to you...Check with the DMV ASAP...Best of luck...

Assuming you want to license the car, yes they are your responsibility.
