Because the sinus passages are swollen almost shut and when you blow, the pressure closes them completely down, so that you can't get anything through them.
But like water, the liquid mucus can get through even the smallest crack, so it will drain no matter how congested your nose is.

I'ver run into that from bronchitis or severe reactions to dust. Steam is the only thing I've found that could ease that.
