Sweetie, he's trying to give you the answer in a nice way. Or either he's playing some sort of game with you like seeing how much he can string you along.
Tell all your close friends you don't want to go out with him anymore, ignore him a few days and things might turn around. Boys hate rejection and love a good chase. It's a childish move, but you are in jr. high.
Otherwise, get over him and wait for someone to ask you out.

just keep doing what you are doing. obviously a maybe is better than a no. he just needs time to think this all through. then again a chick that can ask a guy out has guts so at this point if he may say no, you can get anyone else.go get 'em tiger!
