Dandruff is caused by many different things. The two largest reasons are dry skin and skin conditions (like eczema or psoriasis). Check to see what the ingredients are in your shampoo. Many times dandruff shampoos have large amounts of alcohol and detergents that strip and damage the hair follicles and pores on your scalp.
Try changing to a basic moisturizing shampoo. A good judge to see if you shampoo is going to dry out your scalp more is to see where the first detergent or alcohol is listed in the ingredients. If it fourth in the list or later, chances are it won't dry your scalp out as bad.
Also check with you family doctor he may have some suggestions and/or may refer you to a dermatologist.

Firstly, don't overwash your hair as this causes dandruff too. Only wash your hair when it needs it (i.e. when it goes greasy or starts to look dirty). Also, do you wash all of the shampoo and conditioner out completely [espeically shampoo], you should spend at least 2-3 minutes scrubbing your hair all over your hair getting the shampoo out, even if there's nothing coming out into the basin, there might still be small traces which will cause you to suffer from dandruff.
Although all these companies say that their shampoos and conditioners will reduce 99.9% of dandruff etc many of these remedies are not purely herbal and may contain some herb as a component with inorganic and harmful chemicals as the prime component. Such products give only temporary relief, for example, anti-dandruff shampoos widely marketed, give relief only for a day or even lesser period.
Use the website below for natural remedies that actually work:

And if it gets really bad, go and see your local doctor and they can give you something on prescription.
I know how much of a nuisance dandruff can be and many people suffer from it, dandruff doesn't mean your dirty or don't wash, you just have a sensitive scalp.
Good luck,
Lorna
P.S. I use head and shoulders anti-dandruff shampoo and another conditioner and I must say it does work!

You should buy a cream for your scalp, just for your scalp, not anything else. And I wouls suggest rubbing it into your scalp right before bedtime and then shower in the morning. Creams and lotions for the scalp tend to make your hair, at the roots, look greasy. Nighttime is best.
And then use Head and Shoulders (the best). And you need to be hydrated, drink a lot of water.
If these three things are done as a daily routine and still does not help you, I am sorry. This is all I know from my experience.

Try using T-Gel, if you do use it get some good smelling conditioner because it smells like dog shampoo, but it works real well. It takes just a little while to see the difference. But make sure you follow the instructions on the bottle

Don't condition your hair for a while (a week) and use less shampoo, then try parting your hair everyday in a different place. Good Luck!!
