start by wearing clothes. Wear classy clothes that show very little and leave the rest to the imagination. wear clothes that show off your figure in a test full way. Wear little make up and pay attention to your eyes for your make up. Hair can say a lot about someone. Make sure your hair does not look like Pamela Anderson or Lil Kim ( these two look like sluts).
Example of women who look sexy but not slutty are Beyonce, Jennifer Aniston, Halle Berry, Jessica Simpson( i like the way she dresses but i don't care about her). Your clothes don't have to be expensive but use these celebrities as a guidance to sexiness.

Sexy is an aura that relies heavily on the individuals confidence. With that in mind, you can wear anything and still be sexy. It's in the stance, manner, voice, and movements. It's the way you walk, the way you cross your legs, the way you lean into a conversation. It's the smile and twinkle in your eyes that show your hiding a delicious secret.
So wear anything. As long as you feel sexy in it, you will be.

Do you mean by the way you dress? If so, show skin in one area at a time. i.e. go with a short (not hoochie) skirt with a covered up top. Or show some cleavage or back/shoulders and cover up on your legs. Dont show off your stomach, you're not brittany spears. Or 15 (hopefully) Dont overload on makeup. Light eyeliner, subtle eyeshadow,mascara, a touch of blush.
By the way you act, dont be a tease. Be confident and let your true self come through. Dont act arrogant. Mainly, be yourself. Dont overdo it.

You need to wear womanly clothes, and when i say womanly clothes that accentuate, and sculpt your figure...this is what i do, it's not about being slutty, you can dress in simple sexy style clothing that suite your figure there's nothing like wearing clothes that make you look like a goddess, why? because they fit you to a T... and that is when the sexiness comes through, and a woman who dresses well is a picture to behold.

CONFIDENCE.
You do NOT have to "throw" yourself at a guy, I haven't done that in years.
I have a certain mindset that basically says "yes, little boy - I can have you SCREAMING my name and worshipping the ground I walk on in a matter of MOMENTS."
My husband calls it the "predator" look (LOL)... he knows that when I give him "that" look, it's a guarantee that his eyes will be bugging out of his head later that night... and he LOVES it. The anticipation makes him crazy.
So, I'd suggest you cultivate YOURSELF... be confident in who YOU are... I guarantee that the guys will pick up on it and you'll be known as sexy, sultry AND hot - without getting labelled a "slut".

If you are going to wear low cut top, wear pants, dont mix short skirt, low cut shirt. Keep it to one or the other. Same goes for makeup, if you have a lot of eye makeup, keep the rest simple.
always wear a bra, dont wear see thru with nothing under it. Make sure your clothes are proper fit, no visible pantylines, no bulges of fat caused by too tight clothes.
sexy can be simple.

I think sexy is nice fitting nice looking clothes. Heels, nice pants and a blouse that fits and accentuates the breasts.
Slutty is shoiing the skin, miniskirt and a tube top is slutty.
