No.
That would be considered an unnecessary burden.
Hmmmmmm...wonder if there's a hint there for us?

Is it a joke?
How many people descendants of Yanks, Canadians or English have in the "Hispanic countries"?
Should they make a "press 2 for english" because of the 0,05% of the population that is from the US??
Try a smarter question next time
But I can tell you that lots of people know how to speak english in the "Hispanic countries" and they are not crying babes like you.

In Spain they do, and also most of Latin Europe.
They have options for a few languages, but we Americans (and them Brits) are notorious for refusing to speak in the native languages of other countries.
There are even English language schools, as well as bilingual ones (I have American relatives who graduated from them).
Not only for tourists, but some of us Americans migrate to other countries for a better life too.
I now live in the UK though, and they hardly have any other language option. which is silly because tourism is the UK's biggest industry.
I worked the phones here, and all these foreigners were just lost, and only on occasion could I use my very basic foreign language skills to help them.
However, on occasion you do find the odd option for Welsh.
In the USA, they should have press 2 for Navajo, or Sioux, or Iroquois.
Anyway, Americans don't speak proper English, we speak American. And my ancestors fought to kick the Brits out anyway.

In Mexico as they have a great deal of English Speaking people there they allow electronic bank transactions at their legitimate banks in English so that people who speak English understand. The only problem is figuring out if they have the conversion in Pesos or in Dollars. One bank I went to did it in dollars. The next one did it in Pesos so I had to withdraw a second time. I had no problem using the two main legitimate banks of Mexico. But there is not any press two there it is select in Spanish or English. Most hotels have at least one English speaking person wherever US citizens tend to visit. Not that they are very comprehensible often. Most Airports have people who speak both English and Spanish there at least one in the smaller ones. But as they are a very backward country they tend to have humans answering the phones not computerized systems because people who work in hotels make about 4 to 5 dollars a day who are hotel desk clerks in less expensive hotels so the managers tend to be the only ones who speak English. In the better more expensive hotels one finds people who can speak English more often and tourist resort areas. But as people tend to be paid 25 dollars a week who have no college it is less expensive for them to hire someone to work than to purchase a computer and set up programs etc.

Of course not. They expect us to learn Spanish/have Spanish as an option. They could care less if an English speaker needed to use the phone.

As I understand it you have to be able to speak fluent Spanish to get a job there as an alien resident. That is what their law says, in any event.
