Truthfully the answer is no. Go into a fabric store and check the cost of the material it will give you an idea why. Then you have to find someone willing to make a pattern, sew it and have mulitple fittings. What do you think the time cost would be. Hopefully here is a better idea. Draw your dream gown. Go to a bridal shop the more the better. Buy a gown as near to your drawing as possble. If you find yourself out priced go to a used gown shop. Take your drawing and gown to a tailor and have them make any adjustment to make it your dream gown. OR go to a design school and look for a student that might be willing to try this for you. That would be a big chance and also it might be an expensive lesson.

try an alterations place, they may make wedding dresses, depending on the style it may not cost a lot. when I was getting my wedding dress altered they had a poster in the dressing room with prices, they didn't look very expencive after I spend $600 on a dress and another $350 on alterations. I've known people who do that just out of their home. You may have to ask around locally in your own town, or maybe even in your yellow pages. Usually they do it from patterns though, I don't know about the drawings. Sounds like bigger designers would do that for quite a cost. Good luck (it sounds like a nice idea!)....

Find a reputable seamstress in your area. Ask around, look in the phonebook, get references, look at their work.
There are some the specialize in wedding gowns; we have one near here. Maybe look for that, too.

cece has some good ideas, and there are also rental bridal shops in the larger cities, don't forget friends and relatives too who may have vintage or special gowns they might lend if you've like them.
