How in the world do you find a language partner when Craiglist doesn't work?

I tried craiglist... that's about all i can try doing. I don't know what else to do. Usually nobody responds to craiglists ads.

I'm not in any clubs, and i'm a quiet person. So is there any way to meet Foreigners in the usa for language exchange?

I live in California, yeah sure there's many foreigners.. But they are usually students, they meet Other foreigners in their ESL classes and they are satisfied with that OR are fulltime students who don't want to be bothered.

i've actually had a few encounters that never worked because the people i met were PhD students or College students studying fulltime and they never had time.

Meetup.com has some language groups. I don't know how it's going since they aren't totally free anymore.
