and turned it in to the complex office. The office gave me the mans number and i would like to send him a letter and a token of appreciation for his honesty and integrity. What do you think would be a good thing to send.

A thank you card as well as a small monetary gift. If it is someone you do not believe "needs" a reward, make a charitable contribution in his name. Pay it forward.

Hey Dear,

Just forget about your bag and the IDs in it. It could be made again. Just think that the person who returned your bag to the office is a very honest man, giving a $5 gift gift card for Starbucks for Dunkin Donuts wont be enough.. If he is reacheable, just call him or meet him and say Thanks with a cute smile on your face. That's all :) Cheers!!

If he's cute ask him out to lunch as a thankyou or else send a thankyou card with some restaurant vouchers...

I would definitely send him a thank you card. If you feel you should send a monetary gift a gift certificate would cover it.
