Guide dogs are assistance dogs trained to lead blind or visually impaired people around obstacles. The name of one of the more popular training schools for such dogs, Seeing Eye, has entered the popular vernacular as a genericized term for guide dogs.
Although the dogs can be trained to navigate various obstacles, they are partially (red-green) color blind and are not capable of interpreting street signs. The human half of the guide dog team does the directing, based upon skills acquired through previous mobility training. The handler might be likened to an aircraft's navigator, who must know how to get from one place to another, and the dog is the pilot, who gets them there safely.
In several countries, guide dogs, along with most service and hearing dogs, are exempt from regulations against the presence of animals in places such as restaurants and public transportation.

Seeing eye dogs are dogs trained to essentially act as a person's eyes. These dogs recieve high levels of training and are also trained to give their person cues as to whether it is safe to cross the road etc (these are cues via body contact). There are two major seeing eye companies: Fidelco (German Sheperds only) and Guiding Eyes for the Blind (labs).
More recently, miniature horses are being trained for the job. The reason for this is that these animals have a significantly longer life span and thus a longer working life.

Technically, the only true "Seeing Eye" dogs are the ones that graduate from The Seeing Eye in Morristown, NJ. However, it has become a generic term for any guide dog for the blind.

A specially trained dog who acts as the eyes of a blind person, by pulling the person, the person knows where to go, the dog is so smart, it will stop at crosswalks, so the person don't get killed while crossin.

A dog that helps people that are blind go places. they are mainly labs, golden retrievers, and sometimes even minature horses (sounds just like the name).
