I was big fan of paint shop pro in the older versions, I believe there are more sophisticated photo tools in the recent versions.

Photoshop Elements is almost identical to Photoshop, without some of the bells and whistles. It usually comes free with digital cameras or scanners now. However, Photoshop really is the best photo editing software. If you are a student (or know someone who is) you can get a student discount on Adobe software. It makes it less than half the price.

Photoshop Elements is pretty affordable and offers most of what you would want from Photoshop w/o the hefty price. Plus it supports an 'easy' mode and then the full featured mode...

Paint Shop Pro is also popular and inexpensive...

And then there is the free GIMP, which has been around for a long time and is nothing to sneeze at either (especially considering the price!)

picasa.com. It's a free image editing program from google. (Windows only, I think). I don't know if you can do anything as complicated as a digital backdrop with it. Photoshop elements has all kinds of bells and whistles. It comes bundled free with lots of cameras and printers etc. You could check to see if you have one, or ask your friends if they got a copy with any of their new gear. Even if you have to buy a copy, it's pretty cheap. If you do buy it, make sure you register with Adobe. You'll be entitled to huge discounts on photoshop upgrades.

I use gimp...most say it's the "free photoshop"...if you'd like a link to download it at email me (unless you know how to deal with all the binaries etc that are on the gimp site)...
photoenhance@yahoo.com
(some examples of things I've done with gimp are at http://www.freewebs.com/photoenhance/ ~~>if you go to the services section, the second area (games) click on backgrounds, those are just a few texture backgrounds I did with gimp)
