Your local courthouse should contain an "Indigent Defense" or Law Library. In it there should be a CJIS (Or Comprehensive Justice Information System) computer. You can look up names, dates or locations for arrest records.
You might want to ask an employee of the library for help on how to use the computer.

Google "background checks", there are several good sites that will run nationwide checks, every state, every county, for even misdemeanors, for about $75. That's the best you are going to get... Call all hospitals, they will verify that person is either a patient or not.

You can try looking on Michigan.org then type in OTIS and it will take you to a page that you can type there name but as far as I know it is only for the state of Michigan. but you can see if there is links for other states.

IF you write a letter to Social Security and let them know you're looking for a lost relative, if they have contact information for the relative, they will contact them and let them know you're looking for them and give them your contact information. It's up to them to contact you back.
