There is this guy who likes me, occasionaly mentiones the offer (which was the offer of going out) and I have kindly let it down but he didnt get it apparently. He keeps occasionaly briniging it up. Not only that but all the "other girls" have said things like "i just dont like you like that" or "oh you will find someone someday you will see"
and i dont want to seem like a jerk.... Also I have this one guy who always bugs me, he is ok part of the time but annoying half the time and he cant understand the plain and easy to see signs he needs to back off. I am not the type to be mean to others so what do I say or do?

Well, it's not an easy task. You can't be nice to somebody and dismiss them at the same time. Especially in your case where the guy is not willing to see 'signs', you need to be assertive and pronounce what you have to. After all, guys never take it seriously as long as they have other choices and then, they tend to have choices.

Just say I appreciate the offer but, I can't, not now and not ever. If you are friends with him just say I value our friendship and I don't have any romantic feelings toward you. Then help him find a girl that he can date and you can hang out with and shop. He may just be loney and if he sees you everyday he thinks that you are kind and caring and understanding which you probably are. Men usually go for what they think is a good thing at the time even if it will not work out in the end so help him find someone more compatible that he can have as a girlfriend.
