If not, can you explain why it is written in the Bible that evil spirit from God descended on Saul (in 1 Samuel 19:9)?

No. For God to be evil, he would have to actually exist first.

It is written in the Bible that way because it fit the story better. You wouldn't get many converts if the Bible said, "And God made everything and it all worked out just fine. The End."

The word "evil" was just a translator option. My Bible notes that "injurious" is also correct. When you read the Bible you must always remember it was translated from another language. Therefore, a lot of what looks strange is often translators having difficulty with the just the right wording. And then to compound the effect you are dealing with time differences in the English language, such as the King James Translation is so old even the English can be confusing. In a word, you can’t just read the Bible you must study it!

John the Apostle states that God is light and in Him dwells no darkness..
What you need to understand is that Satan and the Demons still have acess to the Heavenly realm.Read Job ch.1 for another example.God will allow testings but these "dudes" must have permission.Saul broke his vows so many times God was trying to force him back into the fold.It is the same as I Corinthians 5 where Paul says about the guy who's sleeping with his step-mother I've turned him over to Satan for the destruction of his flesh so that his soul will be saved".Later the guy repented and all was forgiven ,but you get the point.

No, God is not evil, but goo and evil spirits are subject to him as we all are. The Bible says it is a fearful thing to fall into the hands of the Living God.

God doesn't have evil spirits. He summoned spirits that were fallen angels (demons) to descend on saul

God is not evil but as the creator he can allow evil in order to teach
