Get help from a trainer or behaviorist. Fear aggression is extremely difficult to handle as the dog is not behaving rationally. A trainer can tell you the proper steps to take and when to proceed to the next step (the biggest mistake most people make is moving too quickly). You should be able to get a referral from your vet, local animal shelter, or www.apdt.com.

Not good news!!
It is the hardest thing to treat and control. A dog with fear aggression will react to anything it is scared of by attacking first. You need the help of specialist Trainers and a lot of time and masses of patience to succeed. If it is a large breed it should be muzzled and kept on a short lead when out as it is impossible to predict what will set off the aggression.

I had a dog who suffered with fear aggresion when we rescued her,she was scared stiff of men and aggresively barking at visitors and even people on a walk.We tried asking visitors nicely if when they came in not to look at her and we gave them some ham,so when they were sitting down they could give our dog the ham while we gently said good girl,this worked to a degree and she did become calmer to some visitors.I would strongly advice for you to get your dog to see a behaviourist or good trainer as fear aggresion is a complex behaviour as all dogs have the fear differently,it can also be unpretictable so if your dog is simlar to my old dog i would suggest maybe muzzling it so you can rest assured it wont hurt no one.Good luck

The biggest mistake people make is coddling, redirect into a positive, food, happy voice, etc. If your confident and sure of the situation the dog is more likely to be the same way. also depends on how extreme the fear is and what the dog fearful of...
