If it is for a fire extinguisher then try an extinguisher company such as http://www.firesystems.co.uk/
They may fill other cylinders.

When I was in college the local fire department would fill CO2 cylinders for free. Cannot hurt to call and ask.

if its used for beer dispense try your local pub they may swap one with you for a fee

if its for welding try the local welding suplies or car spares

b.o.c will only refill there own cylinders
