Definitely Churchill! Who else can you possibly think of would have the audacity to take over as they were being spanked all across France (Dunkirk) and very nearly being over-run by the Germans? Good ol' Winston!

I've got to go with FDR. That's a tough choice though. Churchill was quite a guy too.

It depends on what you are going to use him for. If you look for a gardener, better take Churchill 'cause FDR had lame legs.
If you are asking who came out on top of these 2 in WWII, take Churchill, once more.
But I don't really think this matter since both of them left office very shortly after WWII ended.
