Yes it was Sauron, more like the Satan's little helper.
In the house of Elrond, Pippin shouted aloud when Frodo entered the hall "Hail, Lord of the Rings!" , and was swiftly chastised by Gadalf "Hush! Evil things do not come into this valley; but all the same we shouldn't name them. Frodo is not Lord of the Rings, but the master of the Dark Tower of Mordor", who was Sauron.
