It means he's very bad at communicating. He probably wants your bra size and can't muster up the balls to ask.

American dresses are determined by the 3 circumferences: bust, waist and hips.
So by telling someone your "measurements", you are describing your body shape. An example is 35-25-36 (bust,waist, hips)

He probably means you breast-waist-hips ratio. Like 36-26-36.... You get that number by measuring the largest part of your breasts all the way arounf your back, the smallest part of your waist, and the largest part of your hips (7-9 below your belly button) in inches.

Normally that is measurements of your bustline...waistline....and hips. In the "old" days....a perfect figure was 36", 24" 36". Tell your bf to measusre his and you will measure yours! lol.
