She's probably interested. When a girl is catched watching a boy she probably blushed and will look away to pretend she wasn't looking. If you go near and talk to hear and she licks her lips, it's a natural behaviour. Wet lips make them look tasty and pretty, and males like it, rather they notice or not.
Is that, or she needs chapstick... lol
