I'm no delicate flower. I work hard, play hard, and my hands show it. I got a few scars and lots of wear lines. Guess palms are alittle ruff, but I just like to think of it as a "texture". I don't have a problem with dry skin though, so guess I lucky there. You ever try a parafin wax treatment? It helps soften and moisturize.
Try asking this question in beauty too. Might get more suggestions. :)

I started using Yves had creams about 6 months ago because in my line of work your hands can get pretty rough. Now my hands are generally soft but I have to really take time out for them to be that way.

My hands are small, white, and generally smooth. Whenever I see hair, I just pluck it away. Overall, very nice.
