Is the U.S. government pushing all of the states police departments to move to a "metro" system?

If this is true, when and how would it work in terms of rank, pay, etc.?

No. It's just a better move financially for some areas. It also increases services available to surrounding towns and the city itself by pooling resources.

The Feds are trying to get their claws into every aspect of a citizen's life as well as trying to sink their claws into local governments, by what amounts to duress and extortion. Either they get with the program, or federal funds will not be forthcoming.
