10 weeks is better. Even if they're not "nursing" anymore they are learning valuable social skills from mom.

8 weeks is the earliest I would recommend giving them away. 10 weeks is a little better. But be sure to begin vaccines @ 8 weeks. earlier than that they are still getting antibodies from their mothers milk and they interfere with the vaccine. Try to not wait much past 8 weeks for their 1st set of shots because parvo and other diseases will not wait if the opportunity is there and the last thing you need is a whole litter of puppies that are deathly sick. So just try to get the 1st set of shots or give them away without shots and tell the owners to get them theirselves.

Eight weeks is fine, so long as they are no longer nursing, or the mother is trying to get them to wean. Mothers rather they become independent as soon as weaning is through, and the earlier the new owner gets their puppy, the sooner the bonding begins.
However, make it aware to the new owners that housebreaking cannot be learned before 14 weeks. Go through the motions to set a standard but do not discipline, this can cause major problems later. At 14 weeks, discipline is possible, but without aggression.

Dogs are in their critical fear period at 8 weeks so will have a messed up first month in their new home with weeing on the floor and vomiting out of nervousness, better to wait until 10 weeks

Our Pit stopped nursing her pups at 5 weeks and the pups were on puppy chow completely at 6 weeks. Plus that's when they're ready for shots =(.
At any rate, pups are usually ready to go at 6 weeks.

You can adopt them out at 8 weeks but 10 weeks would be healthier for the pups.

10 weeks old, you will find you have better mannered puppies. in the weeks after birth the mother teaches the pups manners and discipline.
