Depends on your definition of difficult. By my definition, yes it is. If you were doing it in less than 3 hours. Why? Hong Kong is a Special Activity Region, as is Shanghai and Macau. In essence separate from Mainland China. So, you would clear customs and immigration in Hong Kong International Airport unless you caught a plane to Shenzhen. Take a car or bus or express train to Kowloon, takes about 35 minutes. Take a taxi to the train station, 10-15 minutes or more. Get on a train to Shenzhen station again go through immigration and customs, train ride takes about 55 minutes and customs takes about 10-30 minutes. Then you would take a taxi to Shenzhen airport. I am not even sure where that is.

There is a ferry service from Hong Kong airport to Shenzhen airport. I've never taken the the ferry but I heard it's quite easy. You don't need to go through immigration again, so it's just like transferring to a different flight within the same airport.
