Yes, you do. If she is living in your home and refuses to stop, then she has to get out. Forget the "risks"----it's an illegal drug. You could also have her arrested if she is smoking in your home or has marijuana there. If she is keeping her stash in your home, you could also be charged it the police find out.
Protect yourself first. If she "gets smart" as a result of you kicking her out, great.

First, you ought to get yourself some education. If you are uninformed then the only thing you will do is convince her that you don't have a clue what you are talking about and all your credibility will be gone.
The largest study of the health effects of marijuana to date was done by Kaiser Permanente. They surveyed the health records of 65,000 patients over a number of years. They found no significant difference between the records of those who smoked pot versus those who didn't.
Then you ought to know why marijuana was outlawed in the first place. There were two major reasons. The first was because "All Mexicans are crazy and marijuana is what makes them crazy." The second was the fear that heroin addiction would lead to the use of marijuana -- exactly the opposite of the modern gateway myth.
You can find a summary of the reasons for the marijuana laws, along with links to original sources at http://druglibrary.org/schaffer/Library/mj_outlawed.htm
You can find a discussion of the history of the gateway myth at http://druglibrary.org/schaffer/library/gateway_myth.htm
There have been numerous major government commissions that have studied marijuana and the laws over the last 100 years. They all said that marijuana was not a significant threat to health. They all said that the marijuana laws were based on racism, ignorance, and nonsense. They all said that there was no good reason that marijuana should be illegal. They all concluded that marijuana is significantly safer than either alcohol or tobacco.
You can find the full text of those studies at http://www.druglibrary.org/schaffer/Library/studies/studies.htm These are the definitive works on the subject. The collection includes the largest studies ever done by the governments of the US, the UK, Canada, Australia, and the World Health Organization, just to mention a few. There has never been a major study that reached a different conclusion.
You are obviously new to the research on this subject so I suggest you start by reading the Consumers Union Report on Licit and Illicit Drugs. It is the best single overall review of the drug problem ever written. If you haven't read this book then you simply don't know the subject and you will never have any credibility with her. You can find it at http://www.druglibrary.org/schaffer/Library/studies/cu/cumenu.htm

I have different views about the drug its a good thing the19 year old is not a drunk or crack head .marijuana is not physically addictive and does not cause or get close to alcohol or crack abuse.. i do believe it effects some in a negative way but over all its OK just don't get caught. ask her not to bring it around your home if she needs help therapy or counseling something else is wrong.. sounds more like you are the problem nagging.. not the pot..if you don't like it and she continues ask her to move out it really isn't your business if shes not at home.. she could be in worse places.. think about it.. more than likely she will grow out of it..let her know you don't approve and that you care about her but also don't lose the trust in her to come to you or confide in you for any kind of help your pleas and threats and nagging will only put you all at a distance forever.

I dont really belive the best is kicking her out your place, you know, in such a twisted society a 19 year old stoned girl alone and with an addiction problem can get a lot worst...
Dealing with drugs is not about begging and crying, is about been INTELIGENT, WELL INFORMED and OPEN MINDED
Why not turning her consume into an incentive for making what you expect from her? have you tried?
Never forget to get the best informed you can, avoid goverment information (because 98% of it is bullshit, they want to rule us) look for independent info. this is your key to undertand her problem, forget about therapy, counseling and such, they just want your $$$

I would personally like you to look up the word
Entheogen.
Things like marijuana fall under the catergory of entheogens.
Their arent any risks when smoking marijuana because it is a natural plant. It is no different than smoking tobacco for the lungs. For the mind it slows down thought and allows us to expand our ideas in a more fluent matter. For me it makes me optimisitic.
Entheogens are Naturally occuring psychoactive substances in plants.
If you think Marijuana is bad you should read about Magic Mushrooms or DMT which have also been used to shamantic rights for hundreds and thousands of years by Native Americans and Amazonian Preists. The main problem with North American Culture is that alot of people have forgot they even have a soul anymore. That has to do with drowning ourself our with too many pointless material possessions.
I would strongly reccommend you check out the website www.erowid.org it is a illicit drug encylopedia
Alot of the stuff that the government tells you about these drugs is falsified to cause fear in the masses. To make them scared of discovering that there is more to the world than what the force feed you through the television and magazines.
You have to understand that i do believe there are extremely BAD DRUGS OUT THERE
Cocaine
Heroin
Meth
Speed
all of those drugs are designed to be addictive to the point where they kill... and to keep you blind from knowing what you are actually doing while on them
Drugs like
Marijuana
Magic Mushrooms
Morning Glory Seeds
DMT
all of those are there to prove some kind of trance//shamantic//spiritual purpose. While this may be alot for you to grasp... please check out the erowid website before completely demolishing your son or daughter... they have all the scientific proof on their from different universities and everything all around the world about the healthy benefits and faults brought on by using all of these different illicit narcotic substances....
personally i believe that alcohol is far worse to a person than a little bit of marijuana and if you drink than you are just contridicting yourself...
Please check out the erowid website and do some research outside of the government text books enlighten your soul and understand that there are lies put out there ment to deter people from discovering this fantastic multiverse we live in,

Provide the facts. There are consequences to marijuana use in your home. It's your home, you set the rules. If they can not abide by your rules they will have to suffer the consequences, if that means being put out so be it. No yelling ,no preaching, no threats, just plain and simple facts.

If she's 19 staying at home, that's one thing, but she's at an age where she is going to experiment. Let her know, you have come to an agreement that she can experiement all she wants, but out of your house! I wouldn't have disrespected my mother's home like that anyway, even if I hadn't left at 18 like most people do!

one cannot abuse marijuana as it is not addictive.
if she is a burn-out it is becuase of her personality to begin with. She needs motivation to suceed not an intervention.
If she wasn't smoking a lot of pot she would be drinking heavily which is addictive.
