In movies and TV, almost all police cars are manned by two "partners". For the most part, this isn't the way it's done in the U.S. Why is it then common in movies and TV? Is it because it is the norm in larger (more movie-prone) cities (like NY, LA)? Was it a more common policy in past decades? Or is the one-man cruiser a result of stretched police forces?

It seems safer in more dangerous cities!

Police services like to use one officer cruisers because they can take more calls than if they were doubled up and it appears that there are more police officers out on the road for the public to see.
Many of the police officers I know (including myself) would prefer two officer cars in all circumstances for safety reasons.
Our city has certain zones that are labeled two officer areas after 8:00pm. During the day-shift officers patrol in single, and two cars are sent to calls requiring two officers.

It is common for TV and movie cops to have partners because it makes for a better story. The interaction between the characters is more interesting.

I think it depends on the size of the city or the crime rate. I know they are going to 2 man cars in phoenix due to the crime rate.

If it's a very small town with little hard crime, they usually just have 1 man patrols.

The reason why you don't see two patrolmen riding in the same car is because of personnel shortage.
