Well they do ok in England so in a properly constructed aviary with a shelter area they should be fine.
If you are in an exposed area the aviary sides may need screening.
You can't just put indoor birds outside at any time of year though. You have to put them in the aviary in late Spring or early Summer so the get acclimatised before the onset of winter.

No not if its unheated and outdoors. From what I was taught, they are suseptable at anything below 60degrees fargenhieght. I've left my parakeets out side at slightly below 50 degrees F. but that was only one time.

Since they are native to hot and tropical Africa, I'd say the chances are limited. Birds are very sensitive to climates outside their own natural one.

Though England does have a feral budgie problem, so there is a small shread of hope, but I wouldn't risk it.
