I want him to know I really really like (maybe love) him, but "I Love You" is a very strong phrase. What can I say instead of that which means the same or close to the same thing.

Let your actions speak louder than your words.

I adore you, I have deep feelings for you...etc. You don't need to tell someone you love them, especially if you're not sure it's actually going to last. I love you should be reserved for your special someone. It's overused as it is. I respect that you want to show your feelings for him without throwing the 'L' word around. Try reading 'The 5 Love Languages for Singles'. It will help you understand how he most feels loved and how to communicate that without necessarily saying 'I love you'.

There is no semi-love--you either do love him or you don't.
Yes-- that word certainly is a very strong word not to be taken lightly. If you are unsure about it keep on dating him and see what happens. What's the big hurry you know?
You might try telling him that you are unsure of your feelings towards him and that you do know that you have strong feelings about him--he'l probably try harder with you.

you'll merely understand. And he will allow you to already know even as he thinks this is okay to assert it. inspite of you do, do not say it first. enable him allow you to already know, in case you've self assurance it truly is the case, each little thing will come mutually and the timing will be merely good.

i had this problem... my ex-bf told me he loved me... and i thought it was to soon and i freak out.. beacuse i couldn't respond to him with "I love u too" ... so i realized i didn't love him, i just liked him..
So there's nothing wrong with saying "I love u" if u really feel it... but i if u don't ... perhaps u should wait a while untill u are prepared
