If you are wondering why, maybe I only answered your questions is because your question is a bit of trick question. Bangkok is officially listed as the port of entry to thailand but, the port is like 5 miles away down the Chao Phraya River. There are no scuba diving schools in Bangkok. It would not be cost efficient to have one there. PADI which is a world wide recognized organization that trains the teachers has a website below that lists scuba diving teaching schools around the world.

Or www.padi.org

There are a couple in Pattaya about 120 km away.

The other organization that teaches scuba diving worldwide is NAUI

I was wrong. There is a Naui instructor in Dindaeng

He probably either teaches in a swimming pool with one or two beach dives which would be standard for a beginner.

It would be better to learn in the ocean I think. I was fortunate to learn on a live aboard. Up to you.

Good luck.

I wouldn't advise diving in the Chao Phraya River.
