In some regions, I'm sure it is illegal.
But if you want to overlook the law part of it, my question for YOU is how on earth do you deal with it? It has been sociologically proven that women mature faster then men, and that basically, we are intellectually about 3 years older than our real age. So you're basically dealing with someone 7 years your intellectual junior. I really wonder how you do it, because I can't even deal with men my own age, and I am 19 myself.
You cannot really ask other people what is 'wrong' when it comes to your own life. Ask yourself the reasons why you want to be with him. Are you getting a power trip, knowing that you in a way have dominance or more experience over him? Is it because he is cute? Remember, he isn't through with puberty yet, so his face is soon going to change. Also, remember what you were like when you were 15, now that you will soon be 20. 15 year olds think they know everything, when in reality, they don't. Also think about how much your personality, perspectives and priorities have changed since that age. All those changes are happening to him. So if you are depending on a long lasting relationship, know that who he is and what he wants now is probably not going to be the same in 2 or 3 years.

If you think you're in love with him, then let it be, but.... think about it a bit more before you get really serious.
